1st and 2nd Editions[]
In 1999, The US Congress reconvened. CivGov, Short for Civilian Government, started with the election of Senator John Broward as Speaker of the House of Representatives, and by default President of the United States. General Jonathan Cummings, chairman of the Joint Chiefs of Staff, refused to recognize the constitutional validity of the election and declared a continuation of martial law, thus creating MilGov.
The capitol of CivGov is currently located in Omaha, Nebraska.
